The National Council is the legislative assembly of the Principality of Monaco. Its 24 members are elected every five years by universal suffrage. It has exclusive power to deliberate and vote on laws, including the state budget. According to Article 4 of the Constitution, legislative power is exercised jointly by the Sovereign Prince and the National Council. The Assembly votes on government bills and parliamentary bills, as well as on proposals for legislation. The 2002 constitutional revision conferred new powers on the National Council, including the right to amend (except in budgetary matters). In addition, the most important international treaties can now only be ratified after the Assembly has voted on a draft authorisation bill.
The current building of the National Council, designed by Monegasque architect Jean-Michel Hugues, was inaugurated in 2012 and houses around 60 permanent staff who assist elected representatives in their duties.
